JOB SUMMARY / DESCRIPTION:

The Diversity, Equity and Inclusion (DEI) Manager oversees initiatives to foster knowledge and adoption of diversity, equity and inclusion topics and best practices, and ensures the organization employs strategies to attract, develop and retain members of underrepresented groups.  This position collaboratively develops and drives an organization-wide DEI strategy, ensures timely execution of objectives, and continuously monitors the progress towards reaching milestones.  The DEI Manager also functions as the Equal Opportunity (EEO) Officer for MCTS.

ESSENTIAL FUNCTIONS:

  • Assess organizational practices and provide recommendations for diversity, equity and inclusion (DEI) improvements through strategic initiatives. 
  • Provide practical and actionable tools for increasing workplace DEI.
  • Partner with all departments of the organization and collaborate with Employee Relations, Talent Acquisition and Training to help achieve organizational objectives.
  • Work collaboratively with hiring managers to develop and implement recruitment and retention strategies that are focused on building a diverse future workforce.
  • Through engagement and education, develop a company culture of inclusivity that appeals to diverse applicants and employees. 
  • Execute DEI communications and change management strategies that assist MCTS in ensuring that the workplace, policies and procedures support DEI through messaging that is appropriate and consistent.
  • Develop and deliver DEI training to managers and employees through one-on-one meetings, in group settings and via a Learning Management System (LMS).
  • Ensure leaders understand and avoid bias, promote equitable practices, and invest in upholding the organization’s mission with clear DEI objectives and outcomes.
  • Build a mentoring program that matches employees with experienced professions that can help to guide a path for potential progressive advancement.
  • Assist in developing training curriculum designed to enhance skills needed by individuals and/or groups of employees seeking progressive advancement at MCTS.
  • Plan, develop, recommend, implement, monitor and evaluate Equal Employment Opportunity (EEO) Plan.  Submit plan and reports as required.
  • Develop, train and monitor the use of DEI assessment tools and metrics.
  • Represent MCTS management in the conduct of workplace investigations, when necessary to resolve complaints and employee disputes.
  • Establish a direct line of communication with CEO for matters of EEO and equity; meeting periodically one-on-one to discuss progress in these areas.
  • Act as a trusted advisor to MCTS leaders and officers, enabling them to identify and implement opportunities for meaningful DEI engagement and outcomes.
  • Serve as a spokesperson for MCTS on DEI topics, and actively communicate and interact with staff and external stakeholders, as requested.
  • Performs other duties as required.


REQUIREMENTS:  

  • Three (3) years relevant experience working in racial equity, diversity and inclusion.
  • Bachelor’s Degree in Human Resources, Business or related field required. Experience working within DE&I initiatives and EEO reporting may be considered in lieu of educational requirement.
  • Supervisory experience required.
  • Experience supervising under a collective bargaining agreement in public transportation or similar government structure preferred.

  • Knowledge of DE&I principles and strategies.
  • Knowledge of EEO requirements and practices.
  • Knowledge of federal, state, and local laws and regulations.
  • Knowledge of company-wide work policies and practices.
  • Knowledge of FTA (Federal Transit Administration), ADA (Americans with Disabilities Act) laws and related public transit operations, trends and needs.
  • Knowledge of recruitment, hiring, and retention trends and best practices.
  • Skilled in computer operations and spreadsheet, word processing, and presentation software.
  • Skilled in analyzing data
  • Ability to manage conflict and balance competing interests from multiple stakeholders.
  • Ability to positively interact with internal and external customers.
  • Ability to develop and execute company strategies to attain outcomes for set goals.
  • Ability to develop and maintain effective and appropriate working relationships.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work independently within time constraints.
  • Ability to work with teams to achieve outcomes.

 

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

  • Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards.
  • Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
