JOB SUMMARY / DESCRIPTION:

As a vital member of our Human Resources team, the Manager of Learning and Talent Growth will be instrumental in fostering a culture of innovation and collaboration across our organization. In this role, you'll create and support various development opportunities to help our employees excel in their current roles. Empower team members to thrive by designing engaging workshops, accessible on-demand learning, and personalized mentoring.  Prepare individuals for future roles by identifying growth pathways to reach their goals, along with connection and support to resources through our educational assistance programs.  Collaborate with departments across campus to understand needs and design targeted learning programs that drive both individual and organizational success.

Position Summary
 
The Manager of Learning & Talent Growth is responsible for designing, developing, and delivering staff and instructor learning and development programs that align with the College's strategic goals and priorities. The Manager will collaborate with various stakeholders to assess learning needs, design curricula, select and implement learning solutions, and evaluate learning outcomes. The Manager will also oversee the administration and maintenance of the College's employee learning management system and other learning technologies.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  1. Lead the development and implementation of staff and instructor learning and development programs that support the College's mission, vision, values, and strategic objectives.
  2. Conduct learning needs assessments and gap analyses to identify current and future learning requirements for staff and instructors
  3. Design and develop engaging and effective learning solutions, including e-learning, instructor-led, blended, and experiential learning, that meet the diverse needs and preferences of learners
  4. Select and manage external vendors and consultants to provide quality learning services and products that meet the College's standards and expectations.
  5. Facilitate and deliver learning programs and workshops to staff and instructors, as needed.
  6. Evaluate the effectiveness and impact of learning programs and initiatives, using various methods and tools, such as surveys, tests, feedback, analytics, and performance indicators.
  7. Oversee the Instructor Credentialing and Faculty Quality Assurance System (FQAS) processes and standards, and ensure that all instructors meet the required qualifications and competencies.
  8. Manage the College's tuition assistance programs, and ensure that they are aligned with the College's learning and development goals and policies.
  9. Manage the state professional development grant with direction from the director, and ensure that the grant objectives and deliverables are met.
  10. Serve as the system administrator and super-user of performance, goal development, and online learning management systems, and provide technical support and guidance to users.
  11. Provide targeted training and workshops for College special events, such as orientation, graduation, and employee recognition.
  12. Design and administer the College-wide performance system, and ensure that it is aligned with the College's strategic objectives and values.
  13. Supervise assigned staff.  Hire, train, assign work, develop, evaluate, counsel, discipline, and recommend personnel actions in accordance with College policies and procedures.
  14. Create and maintain a communication strategy for learning opportunities available for employees.  Includes creating and updating content and identifying modes that best meet end-user needs.  
  15. Other duties as assigned.

REQUIREMENTS:  

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficient in using various learning tools and software, such as learning management systems, e-learning authoring tools, web conferencing tools, and multimedia applications.

  • Stay abreast of the latest trends and best practices in learning and development and incorporate them into the College's learning strategy and programs.
  • Experience in change management and fostering an inclusive and engaging institutional culture
  • Proficient in presentation, teaching and facilitation skills (group and one-on-one)
  • Excellent interpersonal communication skills - oral, written and listening, with the ability to conduct large scale presentations
  • Excellent computer skills in an MS Office or similar environment, employee database management systems, applicant tracking, time and attendance and other HR systems
  • Ability to effectively analyze data, evaluation and provide feedback
  • Ability to make informed decisions based on sound judgement and experience
  • Ability to maintain the confidentiality of sensitive employee and business information

EDUCATIONAL AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in Human Resource Management, Business, or Organizational Development  
  • Three years of experience in employee training/development field and organization development, working with performance management systems, professional development plans, project management, event coordination, program development and delivery, preferably in a 2-year higher education setting
  • Prior supervisory/management experience
  • Demonstrated knowledge and skills in adult learning principles, instructional design methodologies, learning technologies, and evaluation techniques.

Hours Hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. 
 
Interviews Selected candidates will be invited to an on-campus interview the week of September 23, 2024. Selected candidates will be required to prepare and facilitate a 20-minute learning module.
