JOB SUMMARY / DESCRIPTION:

Under the direction of the Vice President, Human Resources, oversees talent acquisition staff and employment diversity programs throughout the District. Provides leadership, support, advocacy and vision to talent acquisition partners, support staff and hiring managers district-wide.  Oversees recruitment, screening, interviewing, and referral of applicants for employment at all levels of the college. Interprets policies, is engaged in special projects, and completes hiring, promotion, and transfer contracts.  Establishes and maintains relationships with talent acquisition sources making MATC a choice employer. Work requires the use of independent judgment, working from broad institutional and divisional policies and general objectives.   Position works collaborative and may assist in oversight of other functional HR areas.

Characteristic Duties & Responsibilities

  • Collaborates with administration to develop recruitment and retention strategies consistent with business needs and college objectives.
  • Manages MATC recruitment cycle utilizing continuous improvement through partnerships and collaboration of managers and staff.   Develops, compiles, prepares, and presents recruitment data.  
  • Ensures compliance with District internal and external recruitment policies and procedures. 
  • Leverages available technology to ensure a positive experience for candidates and for hiring managers. 
  • Continually reviews and makes recommendations for improvement of the organizations' policies, procedures, and practices on talent acquisition and retention. 
  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance. 
  • Directs college division recruitment efforts.  
  • Develops new marketing strategies and programs to attract new candidates.  
  • Establishes and nurtures relationships with local diversity organizations to ensure a staff reflective of the community of students and our community at large. 
  • Surveys candidates, new hires, employees, and hiring managers on recruitment experience.
  • Develops and maintains recruitment marketing information and technology.
  • Oversees recruitment department budget.  
  • Stays current with industry practices and trends through continuing education, and external meeting and seminar attendance.
  • Selects, trains, advises and supervises personnel including professionals and students.

  • Performs other related duties as required and provides back up support and/or oversight for other functional areas of human resources as needed for the efficient operations of the division.

REQUIREMENTS:  

Required Education:       Bachelor’s degree in Human Resources Management, Organizational Development, Business Administration, Administrative Leadership, Public Administration or related field.
Preferred Education:      Master’s degree in Human Resources or Organizational Development is preferred.

 
Required ExperienceWith Bachelors:
                                          Five (5) years of experience.
 
                                          With Masters:
                                          Three (3) years of experience.
 
                                          Related experience includes:
                                          Occupational experience.
 
Required License/Certification:     None.
Preferred License/Certification:    SHRM Certified Professional (SHRP-CP) or SHRM Senior Certified Professional (SHRM-SCP) or Professional in Human Resources (PHR)
